Coastal Grove

Coastal Grove is a compact Walton County subdivision with a 2005 Phase I plat and a separately documented 2022 Phase II replat. Parcel, address, plan, and association records do not collapse into one simple count, so this guide preserves the phase and dataset boundaries.

The County Record Defines Coastal Grove

Walton County's exact boundary record names Coastal Grove Phase I and Phase II together under subdivision series 02-3S-20-34610. Its legal header says Phase I was recorded August 23, 2005 in Plat Book 17, page 8. That exact record, rather than a loose name match, defines this guide.

One Guide, Two Evidence Layers

The County carries one compact subdivision outline, and the later Phase II plat expressly replats part of Phase I together with adjacent Government Lot 26 land. That supports one consumer guide, but it does not erase the phases. Every count, corporation, plan statement, and public-record limitation below keeps its phase label.

The Current Parcel Query Stops At Lot 10

Current parcel-layer records show 11 unique IDs: numbered suffixes 0010 through 0100 plus common record 00A0. All ten numbered legal snippets identify Coastal Grove Phase I and PB 17-8. Those are database records, not proof of ten present residences or a complete current plat roster.

Assessment Labels Are Not A Building Census

Six parcel rows carry a single-family use label, four carry a vacant label, and the common parcel carries a residential-common label. Assessment descriptors can support record matching, but they do not prove a structure's present existence, condition, completion, occupancy, permitted use, rental activity, title form, or compliance with private documents.

The Address Layer Extends Through Lot 13

The address layer returns 15 entries across 14 unique IDs: numbered suffixes 0010 through 0130 plus the common record. Lot 1 has two rows, one on Penny Lane and one on Abbey Road. The common record has no usable short address. This one-to-many pattern prevents a simple address-equals-parcel assumption.

Three Address IDs Are Missing From Parcel Output

Address-linked suffixes 0110, 0120, and 0130 do not appear in the current parcel-layer response. They line up with the later plan's numbering, but that alignment does not authorize the Atlas to manufacture missing parcel records. Begin any transaction review with the complete current parcel reference, legal description, and recorded instruments.

Phase II Produced Lots 10 Through 13

Walton County's 2022 plan labels resulting Lot 10 as Phase I and Lots 11, 12, and 13 as Phase II. The development order describes changing two source parcels or lots into four resulting lots. It would therefore be misleading to call all four new lots or to use the plan alone as a present construction roster.

The Public Packet Contains An Acreage Conflict

The agenda item and development order describe approximately 0.14 acre, while the staff report and plan site summary state approximately 0.31 acre. The proposed plat also supplies separate legal-component figures. These may describe different project measures, but the reviewed sources do not reconcile them, so this guide preserves the conflict instead of selecting a preferred total.

County Approval Has A Traceable Timeline

Development Order LTM21-000053 was issued March 9, 2022. It identifies the Penny Lane and Abbey Road corner, two parent parcel IDs, Mixed Use future land use, and Village Mixed Use zoning. On September 22, 2022, the County Commission approved the final plat 5-0, contingent on staff conditions.

Access Labels Need Current Document Review

The development order says the project would be accessed by Abbey Road and create no new public right-of-way. The proposed plat labels Abbey Road private and Penny Lane public. Those historical plan labels do not establish a buyer's current easement, guest access, parking, repair obligation, gate right, or cost allocation. Confirm each through title and recorded documents.

Plan Sheets Are Historical Project Evidence

The 2022 sheets display proposed setbacks, minimum finished-floor elevations, drainage easements, parking, landscaping, and other design details. They help explain what County staff reviewed at that time. They are not a substitute for a current survey, permit file, as-built condition, amended restriction, current code review, or parcel-specific buildability analysis.

Flood Review Was Project And Time Specific

County staff reported that outstanding floodplain comments had been fulfilled and the proposed Phase II work met minimum County floodplain standards at plat review. The proposed plat also referenced then-current FEMA mapping. Neither statement establishes today's parcel zone, elevation, drainage performance, lender requirement, insurability, premium, or loss history.

Phase I's Corporate Record Is Historical

Sunbiz lists Coastal Grove Homeowners Association, Inc., N05000008950, filed in August 2005 and administratively dissolved in September 2008. That record aligns historically with Phase I, but it cannot establish a current governing body, membership, assessment, reserve, insurance program, maintenance allocation, enforcement practice, or litigation status.

Phase II Has A Separate Active Entity

Coastal Grove Phase II Homeowners Association, Inc., N22000009235, was filed in August 2022 and is listed active, with annual reports shown for 2023 through 2025. Active corporate status is not a declaration review. It does not prove that the entity governs Phase I or state current charges, rules, budgets, insurance, or transfer requirements.

Coastal Grove Is Not A State Condo Project

No Coastal Grove entry appears in the presently published state North Florida condominium file or approved-timeshare project file. County evidence uses subdivision, lot, plat, and parcel language instead. The canonical Atlas record is therefore a residential community guide, not a condominium or timeshare guide, and no condominium ownership structure is inferred.

Rental, Amenity, And Beach Claims Stay Unproven

County vacation-rental registration does not grant private permission. The reviewed primary record also does not establish one community-wide rental minimum, pool, gate, rooftop feature, private beach route, parking benefit, or transferable amenity. Confirm current covenants, licensing, taxes, occupancy and parking rules, insurance, title rights, and actual rental history for the exact property.

The Map Is For Orientation, Not Closing

The page point lies inside the one-component County-derived Coastal Grove outline, and the page-owned geometry copies the public Atlas feature exactly. That is strong identity control, not legal surveying. Use a current survey, title work, recorded plats, easements, declarations, permits, association materials, inspections, flood evidence, and written insurance quotes to finish parcel-level review.
