Four County Headers Define Rolling Dunes

Four Walton County subdivision headers define the record family used by this guide. Unit I is series 12-3S-20-34050, Unit II is 34060, Phase 3 is 34061, and Phase 4 is 34062. Treating only one header as all of Rolling Dunes would omit part of the County history.

The Four Series Do Not Share One Recording Pattern

The Unit I header expressly says unrecorded subdivision. Unit II parcel descriptions repeatedly cite Plat Book 5, page 86. Phase 3 cites Plat Book 12, page 6, while Phase 4 gives a January 20, 2006 recording date and Plat Book 17, page 42. Each series must be checked separately.

Seventy-Seven Parcel Rows Are Not A Lot Count

The exact current response contains 24 Unit I entries, 26 Unit II entries, 25 Phase 3 entries, and two Phase 4 entries. Split suffixes, combined legal descriptions, missing-looking numbers, and replat history prevent that 77-row total from becoming a platted-lot or home count.

Assessment Labels Describe A Tax Database

Across the four series, the service returns 40 single-family, 28 vacant, three multi-family, five retail or restaurant, and one personal-property mobile-home assessment descriptions. Those labels do not establish current structures, occupancy, lawful use, rentals, permits, condition, utilities, or development feasibility.

Address Data Has A Documented Mismatch

The address service returns 84 entries tied to 76 unique parcel references, with eight keys carrying duplicate address points. Unit I has two parcel-only keys and one address-only key; the other three series reconcile at the unique-key level. Exact parcel and address records should therefore be reviewed together.

The Street Pattern Helps Confirm Identity

The verified address rows span Rolling Dunes Drive, Mountain Top Dune Drive, Sky High Dune Drive, Dunetop Terrace, South County Road 83, and West County Highway 30A. A familiar community name or nearby map pin cannot substitute for a matching 34050, 34060, 34061, or 34062 parcel reference.

The Public Record Begins With A 1978 Preliminary Plat

Walton County's December 12, 1978 minutes approve a preliminary plat for Rolling Dunes Estates in Government Lot 2, Section 12, Township 3 South, Range 20 West. A preliminary approval is useful history, but it is not a present survey, title record, completed-improvement finding, or current permit.

Phase Three Reached The Board In 1995

The March 28, 1995 minutes say the County engineer had approved the Rolling Dunes project, state permits were pending, and the Planning Commission recommended approval.

Phase Four Replatted Two Phase Three Lots

The September 27, 2005 minutes describe Phase IV as a replat of Phase III Lots 5 and 9, west of County Road 83. Approval for recording carried letter-of-credit, alley-easement, and street-dedication conditions. The later header records the phase in Plat Book 17, page 42.

Two Phase Four Rows Describe Three Platted Lots

The current Phase 4 response contains two parcel references. Suffix 0010 legally describes Lots 1 and 2 together, while suffix 0030 describes Lot 3. Neither two database rows nor three legal lots proves a current number of houses, occupants, rentals, or separately marketable properties.

A 2018 Project Concerns Older Unit One Frontage

The March 13, 2018 minutes approve a mixed-use proposal on Unit I suffixes 0120 and 0130 at the County Road 83 and 30A corner, subject to staff conditions and a sidewalk. That action concerns two identified frontage parcels and does not reclassify every Rolling Dunes series.

One 2026 Permit Row Is Narrow Evidence

A County report lists RB-25-4544 at 148 Rolling Dunes Drive, Unit II suffix 0131, with a February 4, 2026 address-assigned date. The report does not state the work scope, review history, inspections, completion, certificate status, or present condition, so none is inferred.

The Nearby Beach Access Is Public

Visit South Walton identifies Blue Mountain Regional Beach Access at 2365 South Scenic Highway 83 as open to the public, with parking, restrooms, accessibility features, and seasonal lifeguards. It is a nearby public facility, not proof of a private or deeded Rolling Dunes beach right.

Marketing Copy Cannot Establish Private Rights

A local community page describes Rolling Dunes and nearby beach access, but changing listings and promotional claims do not establish title, easements, views, rental permission, lot dimensions, governing documents, or a private amenity. Exact recorded evidence must control each of those questions.

Corporate Names Do Not Prove Governance

Florida's entity-name results include Rolling Dunes development, holding, investment, and property businesses. The result list does not identify an entity named as the current homeowners or owners association. That absence does not prove that no private covenants, road duties, or informal governance exist.

Obtain The Current Private Document Set

No official current association site or complete governing library was located. A buyer should obtain the exact deed, title exceptions, recorded declarations and amendments, easements, road and drainage obligations, architectural rules, insurance terms, and a current estoppel or written no-association confirmation when applicable.

This Is Not A State Condominium Project

The two state files reviewed were the current DBPR North Florida condominium extract and the approved-timeshare extract. Neither contains a Rolling Dunes, Rolling Dune, Sky High Dune, or Mountain Top Dune match. The County subdivision, parcel, plat, and address evidence controls the community classification.

The Owner Handoff Is Broad

The owner export has no compatible exact Rolling Dunes subdivision filter. The accepted Santa Rosa Beach route was opened directly and retained its city heading, but it serves broad city inventory. Its changing result count is omitted, and every candidate listing still needs full parcel and legal reconciliation.

Rental Eligibility Requires Layered Review

Walton County's annual vacation-rental registration program is only one public layer. Intended use also depends on the exact land-use record, building and safety requirements, parking and occupancy rules, taxes, insurance, private restrictions, and the property's actual license and compliance history.

Flood And Site Conditions Stay Parcel Specific

A subdivision header, assessment label, old approval, nearby public beach, or generalized map cannot determine flood zone, elevation, drainage, wetlands, wind exposure, buildable area, carrier eligibility, premium, deductible, or loss history. Current parcel evidence, site review, and property-specific quotes are required.

The Final Map Covers All Four Series

The published Atlas outline combines all four exact County headers into seven polygon components: one each for Estates Units I and II, four for Phase 3, and one for Phase 4. Its contained point and outline are orientation aids only. No map can replace a survey, title commitment, legal description, access analysis, or entitlement review.
