Overview
Twin Lakes is the umbrella identity for the original Destin PUD and Twin Lakes Phase II, the later replat of original Lot 86. Twin Lakes Townhomes describes the Phase II townhome portion and should not be applied to the full original community.
The Original Residential Plan
The 2000 parent plat identifies Lots 1 through 85 as single-family residential, original Lot 86 as commercial, and Lot 87 with a public-park condition. These are recorded-plan facts, not guarantees of every property's current use, condition, access rights, or association obligations.
A Current County Snapshot Of The Parent
The July 17, 2026 county return contains 85 single-family parcel records, one residential common-area record, and one municipal record for Lot 87 under the original key. The separate 90-record address return includes common-area and municipal points, so it is not a home or household count.
Recorded Dates And Assessment Fields
County actual-year values for the 85 single-family records are concentrated in 2000 through 2002, with one value in 2018. These assessment fields do not guarantee construction, completion, renovation, permit, occupancy, condition, or architectural dates for a particular property.
How Lot 86 Became Phase II
The 2003 Phase II plat expressly replats original Lot 86. Current county data classifies 28 parcels as townhouse use, five as store-office-residential, one as office-complex use, and Lot 101 as common area. Those classifications do not establish present occupancy, licensing, or legal conformity.
Streets Show The Two Layers
The original parcel family has addresses on Twin Lakes Lane, Cordgrass Court, Liriope Loop, and Defiance Drive. Phase II addresses appear on Twin Lakes Lane and Airport Road. parcel references and legal descriptions, not the shared street name alone, distinguish the recorded components.
Jewel Melvin Park Is Public
The City's Jewel Melvin Park page identifies a public facility at 1999 Cordgrass Court with dawn-to-dusk hours, benches, a nature walk, parking, and picnic tables. The park is not a private association amenity or proof of access to every Twin Lakes shoreline.
Lakes And Common Areas Need Separate Proof
The plats depict lakes and common-area labels, but the reviewed sources do not establish current private amenities, user rights, maintenance duties, lake or shoreline access, fishing or swimming rules, or docks. The exact declarations, amendments, deeds, easements, surveys, and current rules are still needed.
Rental Questions Start With The Address
The City describes ROI-VR as a permanent and long-term residential district, and ROI-VR is absent from its 2026 list of general short-term-rental eligibility districts. This is a verification baseline, not a community-wide permission or prohibition. Check the exact address, City file, and private documents.
Two Association Names Do Not Mean One Rulebook
Florida records show an active Twin Lakes Owners' Association and a separate active Twin Lakes Townhomes Community Association. Corporate status does not establish mandatory membership, parcel coverage, dues, assessments, voting, maintenance duties, reciprocal rights, amenities, or rental rules for any property.
Why The Map Uses A Point
The official parent geometry already contains the land later replatted as Phase II. Combining the parent and Phase II shapes would duplicate nested area, while the existing townhome map scope is not resolved. The point is for orientation and is not a survey, title, parcel, or association boundary.

Confirm the parcel number, legal description, recorded phase, zoning, use approvals, permits, complete association documents, dues and assessments, rental records, title exceptions, survey, common-area and lake rights, flood information, insurance, utilities, and physical condition for the exact property.
