Whispering Lake is the Santa Rosa Beach subdivision represented by Walton County's original 2006 plat and its 2013 First Addition. The two recorded series reconcile to 87 unique parcel identifiers while preserving separate lot sequences and common records.

Two County Headers Define Whispering Lake

Walton County records Whispering Lake as two distinct mapped components: the original plat and Whispering Lake First Addition. This guide keeps both recorded phases together because the County names the addition as part of Whispering Lake and the parcel services preserve separate, traceable series for each.

The Original Plat Is Series 33700

The original header uses subdivision series 26-2S-20-33700. Its legal text says Whispering Lake was recorded October 24, 2006 in Plat Book 17, page 81. The page reports that wording exactly and does not convert the header's source-area or source-length fields into acreage, surveyed dimensions, buildable area, or a private-boundary guarantee.

The First Addition Is Series 33701

The second header is Whispering Lake First Addition under series 26-2S-20-33701. The County says it was recorded March 7, 2013 in Plat Book 18, page 83. Treating the addition as a named phase avoids inventing a separate community while preserving the distinct plat, series, common record, and lot sequence for transaction-level review.

Eighty Seven Unique Keys Sit Behind Ninety Rows

The combined parcel response has 90 raw rows but 87 trimmed unique identifiers. The three-row difference comes from the original-series common key appearing four times. County entries, unique parcel references, and numbered legal descriptions are administrative reconciliation measures; none is presented as a count of homes, structures, households, occupants, active listings, or marketable interests.

The Original Series Has Sixty Five Keys

Series 33700 contains 64 consecutively numbered lot keys plus one A0 common key. The sequence runs from Lot 1 through Lot 64 without a missing number in the current response. That clean sequence supports identity review, but it does not establish current improvements, permitted use, condition, occupancy, rental status, or availability for any individual parcel.

The First Addition Has Twenty Two Keys

Series 33701 contains 21 consecutively numbered lot keys plus its own A0 common key. Keeping this 21-plus-one structure separate from the original 64-plus-one structure prevents the repeated Lot 1 through Lot 21 labels from being merged across plats. A deed, title search, survey, and current County record remain necessary for a selected property.

Assessment Labels Are Administrative

After duplicate keys are removed, the County service labels 85 records SINGLE FAM and two records RES COMMON. Those assessment descriptions do not prove a dwelling exists, authorize construction, establish zoning, certify occupancy, decide ownership form, permit short-term rental use, describe insurance requirements, or guarantee that a property can be conveyed separately.

Acre Fields Differ Between The Two Series

Sixty-seven unique keys report zero acres. Twenty First Addition lot keys report values between 0.162 and 0.170 acres, while its Lot 21 record reports zero. The guide does not total, average, or substitute those administrative fields for a survey because the two series use different data patterns and a zero value is not a measured-area conclusion.

Each Series Has Its Own Common Record

The original A0 text refers to streets, common areas, and limited common areas shown on the Whispering Lake plat. The First Addition A0 text refers to streets, common areas, and Lullaby Loop on that addition's plat. Neither entry alone assigns present ownership, maintenance, access, parking, lake rights, exclusive use, association responsibility, or public acceptance.

Parcel And Address Key Sets Reconcile Exactly

The address service covers the same 87 unique parcel identifiers as the parcel service: there are no parcel-only keys and no address-only keys. That equality is a useful reconciliation control, not proof that every row represents a separate residence, lawful unit, occupied structure, deliverable address, or complete inventory of improvements.

Ninety One Address Rows Still Require Deduplication

The address response contains 91 raw rows across the 87 unique keys. The original A0 key appears four times, and original-series Lot 48 appears twice. The guide discloses both causes instead of treating the raw response as an address, building, household, or unit total.

Three Street Labels Carry Assigned Addresses

The current response contains 61 Whispering Lake Drive rows, 21 Lullaby Loop rows, and six Veterans Road rows, plus three rows that say no address assigned. These labels help reconcile the two series and their access context; they do not establish entrances, road ownership, maintenance responsibility, emergency access, mail delivery, or private easements.

Lot Forty Eight Carries Two Address Rows

Original-series Lot 48 is associated with both 17 Whispering Lake Drive and 176 Veterans Road in the address response. The page preserves that one-key, two-row fact without choosing a primary address, inferring two structures, or manufacturing a second parcel. Current official addressing and title evidence should control any transaction-specific use.

The Original Common Key Has Four Address Rows

The original A0 key has one 409 Whispering Lake Drive row and three rows that say no address assigned. Repetition on a common key is not converted into four common parcels, four facilities, four residences, or four access points. The addition's common key remains a separate identifier even though its legal text also concerns shared areas.

NumberUnits Is One On Every Raw Address Row

All 91 raw address rows report NumberUnits as one, including repeated rows and common keys. That field is retained only as an administrative attribute. It cannot establish a dwelling count, occupancy, household count, legal unit configuration, rentable-unit total, structure count, certificate of occupancy, or current use.

The Named Association Corporation Is Active

Florida's Division of Corporations lists The Whispering Lake Homeowners' Association, Inc., document N11000005366, as active. The corporation was filed June 1, 2011, between the original plat and First Addition dates, and the State detail lists annual reports for 2024, 2025, and 2026.

Corporate Status Does Not Replace Governing Instruments

The State corporation page supports the association's name and current corporate status, but it does not prove which parcels or phases are members, current assessments, reserves, maintenance assignments, lake or dock rights, architectural controls, insurance duties, enforcement status, rental restrictions, or transfer requirements. Current recorded instruments and written disclosures remain controlling.

State Extracts Do Not Reclassify The Subdivision

Fresh case-insensitive checks of DBPR's North Florida condominium extract and approved-timeshare project extract found no Whispering Lake match tied to this identity. The County evidence therefore supports a subdivision guide with two recorded phases. The negative extract result does not decide an individual parcel's ownership form, private obligations, or lawful use.

Public Context Stays Separate From Private Rights

Walton County's Helen McCall Park page, floodplain program, vacation-rental program, and mitigation plan provide public-area and process context. They do not make a County park a Whispering Lake amenity or assign flood status, elevation, drainage, wildfire damage, rental permission, registration, occupancy, insurance, or buildability to a selected parcel.

The Final Map Uses Both County Records

Two County plats recorded seven years apart now share one mapped presentation. The outline preserves the 47-vertex original component and the 28-vertex First Addition component returned for OBJECTIDs 532359 and 532360; its representative marker falls inside their complete footprint. This orientation layer does not replace surveys, title records, legal descriptions, access analysis, or parcel-specific review.
